When trying to change the display settings or access the control panel items, you will get a Windows error message say “Windows cannot find’ C\Windows\System32\rundll32.exe’. Make sure you typed the name correctly, and then try again. To search for a file, click the Start Button, and then click Search. “
This might be the viruses has eat the Rundll32.exe or there something wrong in the registry key.

Here is the best solutions to solve this problem:
1- Make sure the file “rundll32.exe” is exist in your system. Or please copy a new one from other working windows and paste into C:\windows\system32\ then restart your pc.
2- Check the registry key by go to the following location:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer
Then double click on the key “RestricCpl” and set value to “0″. Then restart your pc.
